A new draft Placemaking Framework, which identifies proposed development principles and guidance for creating a new community at Bedminster Green, is going on public display in December. Discussions will also be taking place with key stakeholder groups in the area.
The Framework has been drawn up by local urban designers, planners and architects Nash Partnership in collaboration with the key landowners involved in the future development of the Bedminster Green area and in consultation with Bristol City Council. The document is a high-level strategy which sets broad principles and parameters that will help shape and integrate individual development proposals as they come through the planning and design process, to help create a high quality urban quarter and a balanced community.
The Framework covers an area centred on Hereford Street, Providence Place, Bedminster Station and St Catherine’s Place Shopping Centre and also includes land to the west of Hereford Street and east of Dalby Avenue.
The five key development sites in Bedminster Green are the Pring & Hill site on Malago Road, St Catherine’s Place, Dalby Avenue car park and Whitehouse Lane, Stafford Street and Little Paradise Street and land adjacent to Dalby Avenue.
Leaflets have been distributed door to door inviting the public to view and discuss the draft framework at two staffed drop-in public exhibitions being held on:
- Monday 3 December from 2- 4.30pm at Windmill Hill City Farm and
- Saturday 8 December from 11am – 2pm in Bedminster Library.
The full draft framework will also be available online from 10 December at www.nashpartnership.com
Comments are invited until 13 January 2019 after which the final framework is scheduled to go to Bristol City Council Cabinet in the new year. If approved, it is intended the framework would become a material planning consideration in relation to determining future planning applications for each individual site.
The aim of the Framework is to:
- Integrate a new balanced community into Bedminster and regenerate an under-developed part of the City;
- Show how a range of new homes and space for community uses, enterprise and health can be provided within the area;
- Support the regeneration of East Street through:
- a new resident population;
- improved pedestrian and cycle connections; and
- redevelopment of St Catherine’s Place;
- Establish good quality streets, identity and landmarks with high quality public realm;
- Create a bigger and better Green as part of a network of green streets and spaces;
- Show how the River Malago will be opened up to improve the local green infrastructure;
- Create a new entrance to Bedminster station connecting to the new development area; and
- Focus on movement by walking, cycling and public transport to create an environment for people and contribute to better local air quality.

The framework is still very much a work in progress and we’d welcome comments and feedback to shape the final document.”
